Read More >After a long career on the bench including his service as a judge for the Civil Court of the City of New York, Justice of the Supreme Court for the Eleventh Judicial District in Queens, and as an Associate Justice, Appellate Term for the Second, Eleventh, and Thirteenth Judicial Districts, the Honorable David Elliot brings judicial insight, wisdom, and vast experience to his work as a Hearing Officer at NAM. Judge Elliot is known for his ability to clearly identify the problem at hand and move cases toward an efficient and equitable resolution.
Judge Elliot was first elected to the Civil Court of the City of New York. Shortly thereafter, he was elected to serve on the Supreme Court of the State of New York and was later reelected. During his tenure on the bench, he was appointed by the Chief Administrative Judge to be a member of the New York State Advisory Committee on Judicial Ethics where he served for ten years and continues to serve as a faculty member. Judge Elliot was appointed to serve concurrently as a New York Supreme Court Justice and as an Associate Justice of the Appellate Term of the Supreme Court for the Second, Eleventh, and Thirteenth Judicial Districts, hearing appeals from the Civil and Criminal Courts.
During his first three years on the Supreme Court bench, Judge Elliot served in the City Part handling tort cases in which the City of New York was a defendant. Thereafter, he sat in an I.A.S. (Individual Assignment System) Part, handling a wide range of cases and trials including negligence and personal injury, legal malpractice, commercial transactions, real property, and insurance disputes. He has overseen countless jury and non-jury trials and has presided over thousands of cases in the Trial Scheduling Part (T.S.P.), which included numerous settlement conferences. In 2020, he was assigned more than 600 virtual conferences in trial-ready cases. A year later, he presided in the T.S.P., as well as serving as one of five presiding judges, over the Appellate Term cases in Queens, Kings, and Richmond counties, in addition to his other duties.
Judge Elliot has been involved in all manner of negotiations, disputes, and legal proceedings. Prior to his judicial career, he was a partner with a prominent New York law firm where he handled litigation for both personal injury and commercial matters in the Civil and Supreme Courts, as well as real estate transactions. His experience as a judge, combined with time spent in private practice, has given him a broad range of knowledge in numerous areas of the law.

Judge Elliot served as pro bono counsel to the New York State Volunteer Ambulance & Rescue Association, Forest Hills Volunteer Ambulance Corps, Flushing Community Ambulance Corps, and West Queens Mutual Aid Backup System. He has lectured on Good Samaritan Laws and the importance of emergency services providing valuable information to the local community.
